At this moment, there are roughly 9,000 foster kids in Washington State and less than 5,000 foster homes. You don't need a math degree to realize that the situation is bigger than the current resources available.
The system is taxed and kids are spending the night in hotels, sibling groups are being broken up, and the agencies are overloaded.
